Council to Take Up Library, THS Field Projects on Tuesday

The meeting is on tap for 7:30 p.m.

A public hearing to collect formal input on a proposal to fund the expansion of the Tolland Public Library is on Tuesday's town Council agenda.
 
The council is also slated to discuss funding for lights and artificial turf on the Tolland High School stadium field. 

The council meeting is scheduled to begin at 7:30 p.m. at the Hicks Municipal Center. 

The public hearing on the library is slated to begin right after the initial citizens participation segment of the agenda. It was scheduled two weeks ago at the last council meeting. A proposal is on the books to expand the library into the adjacent gymnasium at the Hicks Center. The project is designed to also improve limited accessibility to that section of the Hicks Center.

The project would be paid for with up to $2.6 million in borrowing. Grants are also being sought. 

Here is a summary of the bonding resolution, according to the council agenda:  

"Consideration of a resolution authorizing an appropriation of $2,600,000 for the expansion of the Tolland Public Library and the financing of said appropriation by the issuance of general obligation bonds of the Town and notes in anticipation of such bonds in an amount not to exceed $2,600,000, or so much as may be necessary after deducting grants therefore, as well as establishing a date for a referendum." 

A discussion on a second resolution for bonding funds is on the agenda - under new business for the THS field project. 

Here is the agenda item: 

"Consideration of a resolution amending the appropriation and use of bond proceeds for cost of purchase and installation of lights for stadium field located at Tolland High School to include the cost of purchase and installation of artificial turf for such field and the setting of a public hearing thereon June 25, 2013."
