Updated 1:15 a.m. Wednesday

Paul Brosnan beat everyone to the punch when it came to casting his vote under new rules.

Brosnan, of 8 Settlers Way, was the first Tolland resident to register and vote under the new Election Day Registration law, Democratic Registrar Michael Wyman said.

Meanwhile, The polls opened at 6 a.m. on Tuesday in Tolland for the 2013 municipal elections. Seats on the Town Council, school board, Planning and Zoning Commission and Zoning Board of Appeals are at stake.

Candidates gathered at both the Hicks Municipal Center gym and the Tolland Senior Center to campaign.

At about 9:30 a.m., both polling paces were reporting a turnout of better than 200.

By noon, the total number of votes cast was 1,186, or 12.6 percent of the 9,415 eligible voters, the registrars said.

Because of a ballot question on funding for a library expansion, Democratic registrar Michael Wyman said more voters than usual can be drawn out. PZC candidate Josh Freeman said the same.
