OMG PD: Traffic Stop Leads to Drug Arrest, CO Reportedly Threatened

A look at some remarkable police cases from Connecticut State Police Troop C Barracks.

The Case: Somer J. Payne, 29, of 19 Mansfield Hollow Rd., was arrested by Connecticut State Police on South Frontage Road and charged with failure to display/return/improper use/obstruction/damage of plates, narcotics not kept in their original container, drug paraphernalia and possession of a controlled substance.

The OMG PD Twist: Payne was pulled over during a routine traffic stop on August 16, according to a police report. It was then that police observed “green leafy shavings” on the vehicle's passenger side floor and "detected the odor of freshly burnt marijuana," according to a police report. A search revealed a small bag of marijuana, 16 Oxycodone tablets and a container with white powder residue, according to police. Payne was released on $2,500 bond. She is scheduled to appear in Rockville Superior Court on August 27.


The Case: On August 22, Roberto Negron Espinosa, 39, of 154 Brook St., Hartford, was transported from to Rockville Superior Court on an active arrest warrant. Espinosa is charged with second-degree threatening, according to court records.

The OMG PD Twist: Police say on July 27, reported that Espinosa, who was due to be released in 30 days, had threatened a correctional officer. Espinosa was turned over to State Marshals and is being held on $10,000 bond, according to a police report. He is scheduled to appear in Rockville Superior Court on September 12.
