Tolland Police Blotter: July 22 - 29

The following arrest reports, provided by Connecticut State Police Troop C in Tolland, are accurate as of July 29, 2011. Items on this list reflect charges filed, not convictions.

July 22

Robert L. Torres, 25, of 1472B Stafford Rd., Mansfield, was charged with second-degree failure to appear in court. Torres turned himself in at Troop C headquarters. Bail was set at $500.

July 23

James R. Grimord, 26, of 38 Pleasant St., Apt. B in Vernon, was charged with operating a motor vehicle when registration or license is refused, suspended or revoked, third-degree criminal mischief, disorderly conduct, third-degree assault and second-degree reckless endangerment. Grimord was arrested at Old Post Road in Tolland on a domestic violence arrest warrant. Bail was set at $1,500.

Joshua Ballasy, 28, of 48 Hurlbut Rd. in Tolland, was charged with third-degree criminal mischief, disorderly conduct and criminal violation of a protective order. Police arrested Ballasy after a fight between Ballasy and his ex-girlfriend escalated. He was found to be violation of an active protective order issued by Rockville Superior Court. No injuries were reported. Bail was set at $5,000.

Police responded to an accident at the intersection of Route 32 and Route 74 near the Willington/Tolland border. A tractor trailer was waiting to turn onto Route 74, when Shelby Bragdon of Coventry, who was stopped behind the tractor trailer, moved forward, anticipating that the tractor trailer was going to turn. The driver was unable to avoid colliding with the tractor trailer when it stopped again. No injuries were reported, but the car was inoperable and towed from the scene.  Bragdon was issued a written warning for failing to travel at a reasonable distance apart.

July 24

Two Tolland teenagers were involved in a crash on Route 195. The juveniles were driving north on Route 195 when the driver lost control of the car due to wet conditions. The car spun into the other lane and was struck by another car driven by a Coventry resident. The Coventry resident and his passenger were transported to Rockville General Hospital. The Tolland residents refused medical treatment, and the driver was issued an infraction for failure to drive right and for passenger restriction.

Amanda Frankiewicz, 27, of 96 Powhattan St., Apt. B, in Putnam was charged with two counts of risk of injury to a child, breach of peace and third-degree assault. Frankiewicz was arrested after police investigated an incident at Fieldstone Commons in Tolland. Bail was set at $500.

Anthony Raymond, 39, of 96 Powhattan St., Apt. B, in Putnam was charged with two counts of risk of injury to a child, breach of peace and third-degree assault. Raymond was arrested after police investigated an incident at Fieldstone Commons in Tolland. Bail was set at $500.

Matthew Fox, 20, of 68 Merlot Way in Tolland was charged with driving under the influence of alcohol or drugs after striking two stationary vehicles and a residence on Route 320 in Willington. Fox was taken to Hartford Hospital, where further investigation found that he was under the influence.

Kevin Oliveira, 25, of 38 Montague Circle, East Hartford, was charged with driving under the influence of drugs/alcohol and failure to drive in the proper lane during a motor vehicle stop on I-84 in Tolland. Bail was set at $500.

July 25

A Tolland resident was involved in a car crash in Willington. James Heffron was on Interstate 84 in Willington when his car began to hydroplane. The vehicle hit the concrete barrier on the south edge of the road. No injuries were reported. The vehicle was towed from the scene, and Heffron was given a written warning for driving too fast for the conditions.

July 26


Kristie Katkavich, 36, of 261 Mashapaug Rd. in Holland, MA, was charged with two counts of second-degree forgery, four counts of third-degree forgery, five counts of obtaining prescriptions by fraud, nine counts of identity theft and five counts of insurance fraud. Katkavich turned herself in at Troop C headquarters. The arrest is part of an ongoing investigation due to numerous complaints of identity theft and fraud. More arrests are expected. Katkavich was released on a $25,000 non-surety bond.

Michael Roper, 37, of 11 Meadowood Rd. in Tolland, was charged with operating under the influence of alcohol or drugs, failure to drive in the proper lane and cell phone use while operating a motor vehicle in motion. Bail was set at $500.

July 27


Two Tolland residents were involved in an accident on Hartford Turnpike in Tolland. Jennifer Lechman was stopped to turn into Colonial Square Plaza on Route 30, when Christian Scannell failed to stop,  hitting Lechman’s vehicle. Lechman complained of a headache, but refused treatment.

Police responded to a minor accident at the intersection of Route 31 and Cedar Swamp Road in Tolland. A Vernon resident was stopped at the intersection when his car was struck by another vehicle. No injuries were reported.

Richard Nalgren, 22, of 82 Rolling Meadow Dr., in Tolland, was charged with evading police after he fell asleep at the wheel and struck two mailboxes and a tree. He returned to his home, where he was found by state police and charged with evasion, according to police.

July 28

Robert Rene, 24, of 259 Old Stafford Rd. in Tolland was charged with third-degree criminal mischief, disorderly conduct and third-degree assault after police responded to a fight between a man and a woman on Old Stafford Road. Both had minor injuries and were transported to Rockville General Hospital.

Ryan G. Poulin, 32, of 609 Merrow Rd., Apt. 62, in Tolland was charged with operating under the influence of alcohol or drugs and failure to drive in the proper lane. Police arrested Poulin after he was observed driving erraticially on Route 195 in Coventry. Bail was set at $1,500.
