Troop C Weekend Blotter

A wandering juvenile in Tolland was located by a police dog.

Here are the weekend arrests and activity out of the state police Troop C barracks in Tolland. Arrest information is furnished by the troop and does not indicate a conviction. 

Tolland

Nov. 10

A juvenile left a house party and was located in some nearby woods by a police dog early Sunday morning, state police said. 

At 3:59  a.m., troopers were dispatched to Avebury Lane, state police said. Parents of a juvenile told them that they believed the juvenile ran into the woods during a party and that the juvenile was likely intoxicated, according to an incident report. 

Based on weather and concern for the juvenile's well-being, a search was conducted, state police said. The search progressed to a spot a quarter-mile into the woods, where the juvenile had been last seen, state police said. The juvenile was eventually located by police dog Axel asleep in the tree line near a home on Woodhenge Lane, state police said.



At a motor Vehicle stop at 5:44 p.m., Victoria Gagnon, 50, of 46 Eastview Terrace, Tolland was charged with speeding, DUI and possession of less than a half-ounce of cannabis, state police said.

The stop was on Merrow Road, state police said.



Patrick Halgren, 21, of 82 Rolling Meadow Rd., Tolland, was charged with DUI and failure to drive right after a traffic stop on Route 74, state police said.

The stop was at 2:27 a.m. and he failed a series of field sobriety tests, state police said.

Mansfield 

Nov. 8

Juliette Russell, 28, of 27 Eldredge Mills Rd., Willington, was charged with DUI and failure to have tail lamps after a traffic stop on Route 32 at 12:38 a.m., state police said. 

She failed a series of field sobriety tests, state police said.



Brian Granger, 22, of Bristol, was charged with speeding, DUI, failure to drive right, and making an improper turn for an incident on Hunting Lodge Road, state police said.

He was witnessed driving erratically, state police said.



Police were called to a car break-in at 2:26 p.m. on Pine Woods Lane.

The owner of the car showed state police a smashed-in window and said a Dooney and Burke purse, valued at $325, was taken. The car owner said a wristlet with a value of $125 was in the purse, state police said. 

The victim reported that $10 in cash and valuable personal papers were in the purse.

The case is under investigation, state police said.

Nov. 9

Chantal Paggioli, 23, of Chaplin, was charged with DUI and improper parking at 11:52 p.m. on Stafford Road, state police said.

She failed a series of field sobriety tests, state police said.

Between 5 p.m. on Nov. 9 and 6 a.m. on Nov. 10, Champions General Store was burglarized, state police said.

Vernon

Nov. 9

Gregory Phillips, 25, was charged with speeding, DUI and failure to drive right after an incident on I-84 at 12:02 a.m., state police said.

He was stopped and failed a series of field sobriety tests, state police said.

Stafford

Nov. 8

At 4:41 p.m., state police received a complaint regarding stolen goods from a Cooper Lane home. 

A subsequent investigation revealed that some of the items were located at Simon Says, a "buy/sell/trade" establishment at 44 West Stafford Rd., state police said. 

The case is being investigated, state police said. 

Somers 

Nov. 9

At 1:58 a.m., Michael Ulitsch, 46, of 59 Field Rd., Somers, was observed spinning his truck tires as he exited the driveway to a business along Route 190, state police said.

He was then observed traveling in excess of 65 mph in a posted 35 mph zone, along Hall Hill Road, state police said. 

He was stopped, failed a series of field sobriety tests, and taken into custody, state police said.

State police said he was charged with speeding and DUI.
