Artificial Turf and Lights Committee Aims for June 1 Construction Start Date

The building committee for the artificial turf and lights project at Tolland High School had its first meeting on Tuesday night.

Construction on Tolland High School's artificial turf field and lights project could begin by June 1, according to preliminary estimates from the project's building committee.

At its first meeting on Tuesday, the committee members worked out a schedule that would make the field ready for use in the fall of 2013.

The town will have to put out a request for qualifications proposal for engineering firms sometime in February in order to get the project in gear. Once an engineer is engaged and a design is created, the town would then go out to bid for a contractor to complete the work.

THS Athletic Director Patrick Cox said that the athletic field could be closed for construction by June 1 or possibly Memorial Day weekend. The deadline for completion is potentially August 15.

The majority of the project's funding, a total of $700,000, comes from state grants awarded to the town. The funds can only be used on the project for which they were designated.

Additionally, Tolland sports clubs will be paying back the town $300,000 in bonded money to complete the project. The first payment of $30,000 is due in July, according to Town Manager Steven Werbner.

A proposed joint management plan between the town and school district has yet to be approved by the town council and school board.

Hey Jayme,
Just a quick correction. This year's payment is due in March, but is only approximately $3,000. Starting next year annual principal and interest is between $25,000 and $30,000, that will be recovered through user commitments.

$54 million for a brand new school without a pool, good playing field, or lights. Now more money (I know, I read grants were involved) for a new field and lights that should have been put there in the first place. What next? Maybe money so that parents don't have to go broke paying for their kids to play? NOW THERE'S AN IDEA !!!!!

and don't grants come from tax money? artificail turf I can see- save time and money cutting the grass- but lights? play during the day time- this is a terrific waste of money!!

The lights are part of the plan to rent out the field. Options are pretty limited if the place closes at dusk.
As for grants, sure, they are taxpayer funded. We should be grateful that something we sent to Hartford actually made it back to our "wealthy" 'burb.

Grants for this project from the state level are at the base taxpayer-funded, but vary in the immediacy of actual payment. Part of this project was funded at the state-level bonding committee (which is paid over time through debt service, much like monies borrowed to pay for a home or car), while the STEAP grant was something established as a part of the government General Fund (supported by annual taxes/fees levied by the state).
Lights are used for evening games (whether baseball, soccer, football, track, etc.), as well as evening recreational use for residents/visitors to Tolland for ensured safety. The athletic field will also be ADA (Americans with Disabilities Act) compliant.

Louie - you should read the actual proposed agreement. It says "which will be used for the sole purpose of reducing any future increases in pay to participate" Future increases - not reducing what we pay now. Also, read the pending minutes from the BOE 1/23 meeting - section F3. A board member questioned the "tight focus" on pay to participate fees since they might want to use that money for purchasing equipment. So far I haven't seen any evidence this will actually lower ptp. Do you know how much profit there will actually be? Does anyone?

Steven, no matter what you call it (bonding or STEAP grant or the general fund) and no matter what level it's from (state or federal), it is still tax money that we at a town, state and country level pay too much of.

An estimate on profits from previous Tolland Patch coverage: "Town staff projected that given a flat rental fee of $120 per hour to let outside groups use the field, the athletic field would generate about $83,000 in one year. Always stay that way, but realize you will see many, many things in your life that aren't fair. I have travelled a lot, and been off the beaten track in Peru and many other poor countries. And I myself grew up on welfare. There are so many wonderful things that we have in Tolland and in America. So many, many opportunities and blessings. Never feel persecuted or you will be the one who loses. This has developed into a discussion about life. In a nutshell, what occurred at the school was not right.

The three lowest funded schools in Connecticut are EastHartford, New Britain and Waterbury. YesRead More that is,per student. Sorry F16 but statistics are easily attainable on line. No, tolland is not on the list of under funded schools.
