Council Chooses Not to Reject Ed Contracts

They are now on the clock.

With regard to two education-related union contracts, the town council on Wednesday called a huddle and went to the line of scrimmage, but wound up taking a knee.
 
The clock is now ticking down. 

The council had called a special meeting for Wednesday with two posted agenda items:

• Consideration of rejection of the Tolland Administrative Society contract.
• Consideration of rejection of the Tolland Education Association contract.

Nothing was rejected. A motion was entertained by Chairman Jack Scavone and no one responded. The meeting was then adjourned. Council member Richard Field explained that the council, by law, cannot accept but can only reject such contracts and send them to arbitration. With out a motion to reject, no action was taken. 

What does that mean?

The contracts become effective 30 days after they were filed with the town clerk - Oct. 16. 

The contracts, approved by the Board of Education, take effect on July 1, 2014 and end June 30, 2017. 

For school administrators, it means a 1.5 percent raise in the first year, a 2 percent raise in the second and a 2 percent raise in the third.

Under the new agreement, teacher salaries range from just more than $44,000 for a Step 1 staff member with a bachelor's degree to nearly $87,000 for a Step 14 educator with a sixth year under his or her belt. 

No step advancement will be counted in the first year of the contract.
