Town Officials to Taxpayers: Remember Personal Property Forms

The deadline period is approaching.

Town officials this week sent out a reminder to residents and taxpayers regarding mandatory personal property declaration reports. 

Here is how it reads: 

A Personal Property report must be filled out and sworn to, according to law, between Oct. 1, 2013 and Nov. 1, 2013, by certain individuals and all businesses operating in Tolland as of Oct. 1, 2013.

Those failing to submit reports will be charged a 25 percent penalty against their personal property assessment. This will result in an estimated value by the Assessor. Estimated values cannot be appealed to the Board of Assessment Appeals.

Personal property consists of unregistered campers and truck campers, snow mobiles, all terrain vehicles, unregistered cars, unregistered personal watercraft, farm equipment, horses, commercial equipment, furniture and fixtures used in the operation of a business, construction equipment, farming and mechanics tools, leased equipment, cables, conduits and pipes of gas, electric and water companies.

All real property and vehicles registered with the Connecticut Department of Motor Vehicles are declared by the Assessor.  Vehicles that are garaged in town for more than 60 days that bear out of state registrations are considered unregistered and must be declared to the Assessor.

Personal property forms are mailed out to all persons or businesses that declared personal property last year. All new owners of personal property must request a personal property form from the assessor’s office. If previously owned personal property has been disposed of during the current assessment year, please return the form stating the disposition of same.

All property owners who have changed their address in the past year should notify the assessor’s office. Regular office hours are Monday through Wednesday from 8 a.m. to 4:30 p.m. and Thursdays from 8 a.m. to 7:30 p.m. 

All Town Hall offices are closed on Fridays.
