Tell Us: Should a Permit be Required to Take Prom Pictures on the Green?

It is a tradition in Tolland to gather on the town Green before the prom to allow family and friends to snap photos of the well-dressed students before they head off for a night of dining and dancing.

The tradition almost stopped this year. Almost.

In Tolland, "any activity on the town green requires a permit through the town managers office," according to John Littell, the town's director of public safety, as well as its fire chief and emergency management director.

Hundreds of students, along with their family and friends is certainly a gathering of people. A permit was acquired, but just in the nick of time. Word had to be quickly spread through the school and social media that pictures are the Green were once again okay.

Our question is this: Should a permit be required for students to have their picture taken on the town Green? Should such a gathering be considered organized enough to warrant having to get through the red tape? Or is a permit necessary in order for the town to provide any sort of support, such as additional traffic control and safety measures to ensure that things run smoothly?
